This engine had a unique propensity for gums from gasoline to deposit around the throttle plate. To keep it running smoothly the throttle plate and surrounding area had to be cleaned with a rag soaked in choke cleaner or toluene about every 3000 to 5000 miles. This is simple to do. Just disconnect the flexible rubber pipe ahead of the throttle. The water next to right wheel is most likely is condensate from the air conditioner. For oil to "burn" under the hood it must reach the exhaust manifold. This means that most likely it is from a leaking valve cover plate gasket. That would be a very minor expense. Most of the instument cluster lamps can be easily reached through the left front speaker opening (I assume you tried turning up the instrument light control on the facia). If the car has little or no rust it sounds like it would be worth having a Saab mechanic look it over and show you how to clean the throttle. Most everything that goes wrong with a Saab happens in the first 40,000 miles. Once you get all the bugs out they should last for 200,000 miles or so with reasonable care. Good luck, R. Frist
