Both Saab and Opel are part of GM. GM, for the near future, is giving Saab's management a free hand in design, engineering and execution because it wants to bring some aspects of Saab's products over to GM products in the US and other markets. The 9-3 and 9-5 are probably the last Saab's developed outside the GM Europe organization. Look for shared platforms, etc. in the future.
