Sometimes what happens is the parking brake shoes (which run on the inside of the drum) wear a lip in the drum that make it difficult to pull off the rotor. Don't be gentle; if you really pull on it and rock it side to side, it will come off. It may be helpful to drive and pull lightly on the parking brake to wear off some rust. Failing that, you can back off even more tension on the parking brake with the adjuster located at the point where the cable splits to the left and right brakes. Good luck, Scott.
