Had the same problem 4 months ago with my '95 900SE. There is no specific fuse for the washer pump. I therefore checked that there was power all the way to the pump, and it was. I then removed the washer-fluid tank to get to the pump (mounted underneath). The pump looked like it had laid in sea-water for a year or two. I called my local Saab-dealer who told me that it was a common problem (salt on the roads). They replaced it free of charge. This was in Norway.
