This happened to me. Electrical problems seem to be the hardest to find. There is a thermal switch under the seat cover. On both my seats the wire broke off the connector to the switch. to test this use an ohm meter to check continuity of the heater elements at room temp it should read zero. Put a freezer pack on the seat for a few minutes and check again. If the thermo switch is working you should get a resistance reading. if not take out the seat , remove the seat cover and check the wires for breaks, take out the thermo switch and check it independently of the elements.
