The Bentley manual doesn't give > me a clue and I can't find any screws which even loosen the thing up. What car? 900? The knee bolster ("lower padded dash") is one piece and stretches across the car. You need to remove the lower center console, and remove two 10mm bolts in the engine compartment inside the fender walls, as well as a single hex (15mm? maybe 13mm) where the ashtray in the center console would have been.... Takes about ten minutes. If you need assistance, lemme know... the interior is one aspect of a Saab I can take apart with my eyes shut... ;)
