Saabs seem to depreciate in value more than many other European cars, which is unfortunate for me because I have a 9-3, but I think it was still a good value. Anyway, I'd get a 95-97 900 SE non-V6. You should be able to get this luxury car for WELL under $20k and the post- '94 models seem to be more reliable. Whatever you get, you'll love Saab's unique design and quirkiness.
