Buy a one way check valve. Any good parts store should be able to help you and they are cheap. Take a drill bit and puncture the existing diaphragm in the check valve in the vacuum reservoir. Position the new check valve in the vacuum line to the reservoir so you can pull on the line on the engine side, but not blow into the reservoir. Check the other end of the line going out of the reservoir and make sure there isn't a vacuum motor or line in the dash leaking. If the center vents blow on Max (<=>), then there probably isn't a leak. If they seem to diminish in volume when you accelerate long and hard, the check valve in the reservoir is leaking.
