HP is a measure of how fast the torque can be done. Torque IS the power of your engine. Torque CAN move you at 60mph anytime even at 100RPM! The problem is that you would have to have a very loooonnnnnngggg gear which would demultiply the torque that gets to the wheels. On the other hand 10lbs of torque can move you at 60mph if your engine can rev high enough to use a very short gear. (suppose you have a ratio of 3.0:1 (wheel:engine), 10lbs at the crank=30lbs at the wheels)
