Try this! With the motor off, connect the pulse meter and jumper the fuel pump relay (pins 30 and 87) and check to see if it goes to the fail safe reading of 50 +/- 5, and that you are getting a good 'buzzing' from the modulating valve. then ground the O2 sensor wire (car side) and see if the reading goes to approx. 90, then unground the O2 wire and the reading should go back to 50. This will check to see if the lambda system itself is working. If this works pull the jumper on the fuel pump relay and replace the relay back in its socket. Start the car and immediately observe that the meter reading is at 92 for 1984 cars after the car has warmed up, set the pulse at the 35 - 45 range with an allan key in the fuel distributor housing. See if this helps!
