Charles- have you checked the motor to make sure it's really not spinning. I had the sunroof fail on my 85 SPG a while back. Checking the motor (somewhere in the rear - don't remember if it was the spare tire well, or inside the fender), I found that it was spinnning when I pressed the switch. Pulled it out and found that there was a keyed wheel which spun the drive cable, on the drive shaft of the motor, and it had broken off it's shaft. I just took the motor and wheel to a welding shop, and $10 later, it was good as new (versus the couple hundred Saab wanted for a new one). It could also be a broken drive cable. If the motor doesn't spin when you press the switch- try jumping a 12 volt source directly to the motor to tell if it's the motor or the control circuits.
