Subject: Need Advice on door seals- '92 9000

Can anyone enlighten me as to the reasoning behind the seals on the bottom of Saab passenger doors. When pulling them back, I noticed what looked like dirt or mud in there and some of the holes which allow water to drain from the door cavity were becoming blocked. It was also wet in there. If Saab put them there to keep the area dry they surely failed. I am afraid this area will rust in time. Is the substance which looks like dirt really dirt or is it some kind of anti corrosive material. If it is dirt, should these seals be pulled back from time to time and the whole area cleaned ? To my knowledge, Saab is the only carmaker to have these seals. Any help would be appreciated.
