Strangely some carb cars return much lower idle CO% than equivalent the fuel injected versions some of the older Rover 216 models particularly. On this car it might worth checking the thermostat is openning at the recommended temperature and that the air filter and intake (if temperatrure controlled) are to the makers spec. It also might be worth doing a compression check but as a general rule a lot of late 80s cars run better slightly richer than is specified by the makers.
