The only instance I've encountered something like this, is when I pulled the console off to replace some bulbs and vacuum tubes. What happened is I disconnected the 'twist rod' from the heater core. So I could turn the knob on the console all I wanted, but it wouldn't change the heat. If you take out the radio (the top most one), you can check to see if it's connected (have a flashlight handy!) First check to see that there's actually something attached to the rear of the heat knob. Then look to the nine o'clock position to the back of the console. Almost behind the Fuel/Heat/Turbo gauge is. If you see a metal rod, approximately 5cm in length, you need to re-attach the 'twist rod'. You should be able to reach your hand into the dash, and re-attach it, though I do suggest removing the radio mount first. Other than that, the worst could be a faulty heater core, but I doubt it.
