To my knowledge, when a turbo is failing, you should be able to hear noise (clattering) from it's housing. This could indicate bearing loss. Also, you might notice oil blow-by and smoky exhaust. I'd check ALL vacuum lines. You'd be amazed what a bad line can do to performance (and fuel mileage). Make sure the exhaust pipe(s) between the turbo outlet and the 'converter is OK. Check the fuel filter. Check that fuel line from the filter exit is not loose. If these items check OK, you might have an electronic problem. These, of course, are not as easy to check. P.S.: My '88 9000T has 125k+ with the original turbo and I still embarrass some "sports cars".
