Your system is working the way it is suppose to. It is the Automatic Climate Control that automatically takes over when you start the car. My 87 9000S does the same thing. If I don't want my A/C compressor to cut on, along with one of the fans, I just push the Econ switch on my 9000. Later models have an off switch I think. As for your fan running after you stop. Mine does the same sometimes. It just depends on how hot your engine is. The fan should only run long enough to cool the engine down until the thermostatic switch turns the fan off.
