Robert, Sounds like you're doing it right! Perhaps tapping on the head of the bolt would jar the shaft a little and break it loose. It sounds like the shaft is just rusted into the pilot bearing. The only way to get that shaft out is to pry (carefully!), perhaps with a little help from a hammer - sometimes the impact will break it loose. If you pry *really* hard, you may end up damaging the pilot bearing, so you probably should have a spare on hand - it's a good idea to replace it anyway. And, when you're reassembling, put a light coating of grease or anti-seize on the end part of the shaft to prevent the problem from recurring.
