Depends on the regulatory situation, and Saab's way of dealing with it, on the exact year, month, day, hour, minute, and second the car was built! Translation: some cars have 'em, some don't. If yours runs OK, I wouldn't worry about it - those dashpots are pretty failure-prone anyway.
