Had that with my 87 9000 T, it was a loose dashpot. Needed a nut on the underside. The dashpot I'm referring to is the spring-plunger that the throttle arm (on the outside) hits when your foot comes off of the pedal. When loose, it will unwind over time and high speeds, preventing the throttle from properly returning to closed.
