I cannot explain the part where the fuel pump does run unless the engine turns over. That sound like an electrical problem (relay?) with the ignition switch. The lack of pressure in the fuel line can be traced back to the check valve failing in the fuel pump and/or a leak somewhere in the fuel system. You need to rule out a gas leak in the fuel system for your safety first. Remember, you may have more than one failing component. The fuel system has electrical and mechanical components - take it to a qualified mechanic.
