Try taking out the backwash valve. This is what supposedly keeps fluid from running back down into the system so there is always fluid at the top of the tubes. Most people don't think it's necessary and I ran for years without it. I'm not saying that's your problem, but give it a shot. This should be pretty straightforward problem - if it gushes from the pump but not up top, then it's obviously plugged somewhere (or inadequate pressure).
