Does it run cooler when on the interstate? You say your fans work OK, but they must not be able to 'cool' the liquid in the entire engine, which causes the runout of fluid. This sounds to me like a thermostat. I had a similar problem in an 88 900T which appeared fine except for the same "boil-over" you mention. Replacing the tstat with (I recommend actual SAAB part for this) a new one did the trick. Hope it's a simple one for you!
