It might be that you need a refill, but then I guess you still are in trouble since 1991, used CFC (Freon) and I guess you're not allowed to use that anymore, at least it's illigal here (Sweden). If the AC works fine for 20-25 min before going bad, it might be that the fan doesn't kick in. It is the same fan as the one that cools the engine, but some modells also have an extra fan. I had a similar problem, meaning that after a while especially when driving slowly (rush hour) the AC wouldn't cool anymore. In my case it turned up to be that the relay (located behind the fuses) got warm and then failed to work. In my case it also happened that the AC wouldn't start at all. SAAB charges ~$55for a new relay.
