It has two rubber hoses which are going from one side of the throttle to another. It gives "more throttle" when cold. It might be sticking and result is the sympthoms you described. You could take it out and clean it. When it is cold the valve should be clearly open and if you use 12 V voltage applied to connector it should gradually get closed.
