Currently, the American auto insurance industry rates the 9-5 and the 9-3 as the safest cars in their respective classes. Anecdotally, the reliablity of the 9-5 is quite good, but it hasn't been around long enough to judge longer term issues. With regard to how well they compare to Volvos, I would give the 9-5 the nod in safety over the S70. Performance? That's where it gets tricky. All the 9-5 models are equipped with a turbocharger, but you have your choice of a manual 4 cylinder 2.0 liter, 2.3 liter, and an automatic 6 cylinder 3.0 liter engine. The turbocharged 2.3 is actually quite responsive with the manual shift, but it feels a bit sluggish with the automatic transmission. I had a chance to test drive the automatic 6 cylinder, and I'm happy to say it performs like V6 Camry with a turbocharger. There's also the new 9-5 Aero limited edition to consider as well. I'll have to take your word on the 9-5 being more luxurious than the competing Volvo models, since I haven't been in one of the cushier Volvos for a while.
