I live in San Diego. Passing on the right, so far as I can see, is never enforced. I think this goes hand-in-hand with not enforcing failure to yield. I.e., cops know that if people can't get by the people on the left then they're forced to pass on the right. I pass on the right all the time, although I try to get to the left lanes if possible. When I first got here, it made me sick to pass on the right, but over time I've seen that people have never HEARD of the concept of yielding and moving right, so I had to change. It's amazing, but people simply don't give a fuck about getting out of the way. Every 20 mile trip is muddled by at least two instances of some genius doing 68 in the fast lane, personally enforcing his view of the law, while 3 or more cars are behind him, taking their time trying to get around because they are trying to do the right thing, not get angry, etc. I've done 75+ in the right lane, when the other three lanes were taken by people not yielding. It's what happens when you don't enforce the failure to yield principle. They do enforce speeding laws on the major highways, and seem to maintain some visibility. If you're doing less than 70 you're ok. 75+ and they'll light you up, if they clock it.
