It's not a violation to pass on the right on any part of the Interstate system, e.g. I95, I295, I80, etc. As to state highways, the laws differ dramatically. Here in Jersey you may pass on the right on the NJ Turnpike, the Garden State Parkway and the Atlantic City Expressway. Pass on the right on a state route, e.g. Rte70, and you're jailbait _IF_ they feel like enforcing the law, which is VERY rare. Regards, James the Elder
