The combined effects of heat and age do terrible things under a turbo bonnet! Break, clean, and make all the wiring connections.I use a dab of high temp silicon grease in the connections to stop further corrosion Check for vacuum leaks in all the hoses too. including the line to the dash!!! I am not sure about the APC, but I was always under the impression it either worked or it didn't and the symptoms you describe suggests to me an intermittent fault, such as a lack of current (amps) getting through. THe only other turbo problem I have seen is a broken spring in the gate itself, which would sometimes bind up ok and other times let the gate open almost imediately, took awhile to find that one!!!
