The "proper" way to get to them is to remove the spoiler. This is an ugly and drawn out process that barely makes it seem worthwhile. I've personally found the BEST way to get to them is to open the hood and remove the side-lights... not the headlights but the turn-signal/running lights combo units. Once you do that you can reach down and grab a hold of the driving lights. I did this myself after nailing one of them with a rock! As for replacements... well not a lot of replacements will fit in the space... they're molded into a slightly curved shape which is unusual... but you could probably fashion some custom mounts if you're feeling adventurous. Oh, but the other problem is once you do that if you put in lights that don't fill the holes you can get a howling noise at speed from the wind rushing into the spoiler and causing turbulence in the space behind it.
