The low value you see after you start is the lowest value of the voltage measured when you start.That lingers in the display a while too make it possible for you too see it. After that it shows "real time" voltage. A reding of 9,5 indicates a really bad batery if the temperature is above 50 F or 10 deg C. A new battery would show about 11.0 V.
