Subject: '90 900t spg turbo boost probs(?)

My '90 900t SPG is acting a little weird on when the turbo boosts... sometimes it'll only creep up just into the yellow about 2mm and stay, but if you are in a low enough gear and and punch up the revs, then suddenly it'll boost all the way up to it's normal end range (right b4 the red). After this it'll ussually boost just fine, but sometimes it'll have the same problem next time it tries to boost. The turbo isn't dieing, it sounds and acts normal (aside from just not boosting all the way sometimes). It almost seems like the exhaust systems has some back pressure in it, which keeps the turbo from going up to it's normal range, until you rev it up, then it seems to flow the way it should. The exhaust seems to change sounds when it kicks in correctly. I got under the car and noticed a couple of cracks in the muffler. Could it be that something in the muffler has shifted and is backpressuring the system, and then blowing out of the way (or through the cracks)? Or should I focus on the wastegate/apc/etc. Thanks, Nick
