How about the headlight relay sticking? Worth taking it out, giving it a few gentle taps with your finger and putting it back again. Also check the terminal blades are nice & clean. A neighbour had a similar problem with his Suzuki, and that's what it turned out to be. Seems odd that lights stay on when ignition turned off too though. Hope you get it sorted - I once had a Beetle which caught fire & was burnt out after a short circuit caused the reversing light to suddenly refuse to turn off! Tim H.
