Hi, If it's the H-engine (distributor shaft in line with cam axle), which some 1981's and all 1982-1984 year 99's have, then it's 18 degrees BTDC, at 2000 rpm with vacuum hose disconnected from distributor and plugged (stick a philips head screwdriver in the hose). I did manage to get my 1983 99GL (R.I.P.) up to 21 degrees without any pinging but how far you can go seems to vary from car to car. If it's the older B-engine (with distributor shaft vertical) then timing is 17 degrees BTDC at 800 rpm. By "GL" I assume you mean you have single carburettor . . . injection models have other specs.
