Al.Eddie, I do not know if there is a specific SAAB answer to this, but this could be caused by a brake or clutch switch which is improperly adjusted. Check the switches with a meter to see when they are open and closed and move the pedals to see where the break point is. by all means, don't try it on the road by first verifying that cruise will not engage then,on a section of open road don't put your foot under the brake pedal and lift it firmly against its stop then engage cruise.
