The fuse provides power to the central locking control unit, which then provides power to the six locking motors (four doors, trunk & gas cap), all in parallel. The prime suspect(s), I believe, are one or more of the motors. The service manual warns against testing the motors by connecting them directly to 12 volts; they should only connect to pins 7 & 8 of the control unit for power. Checking each motor, though tedious, is probably your best bet at finding the culprit.
