John, I had a problem that sounds similar to yours on my '93, when I gave it full throttle the turbo fluctuated up and down, I thought it was something having to do with the bypass valve or the cutout, but when I opened the hood and inspected everything closely I discovered that two of the vacum lines on the right side of the engine compartment (running to a component of the electronic throttle system located above the driver's side wheel well) were degraded and broken... oddly I had been driving like this for weeks with no problems except under full-throttle accel. Anyways, got new hoses put on this morning and it runs perfectly now. Check and see if this is a problem - run your hands along the entire length of the hoses to check for cracks.
