I have a 99 9-5 SE Sedan with the 4 cylinder engine, and I get in the high 20's on road trips. Coming down the mountain from Lake Tahoe it hit 30, but usually around 26-27 on road trips. Low 20's around town, but almost never under 20. You might have something wrong.
