The "dashpot" probably needs replacing: did on my 87 9000. This acts as a shock absorber for the throttle control by dampening the drop back to idle in between shifts and when you take your foot off of the gas. Your two problems are probably the same. Try to source a used one - I got mine from Andrews (www.andrewsofprinceton.com) a few years back.
