I am assuming you mean a US specification car that was delivered in Europe via diplomat or military sales. My 1996 900SE was delivered in Europe via military sales and passed California emissions when I brought it back just fine. If yours was a European spec, then the emissions system might be different, but otherwise it's probably just a minor difference.
