One cable or cable sheath has broken. There is a central motor (towards the front) and 2 cables running to worm/ring gears at the sides to actuate the recliner. if it is the cable (doubtful) get one from a dealer or one of the other Saab aftermarket places. If it is a sheath, they are 50.00 at the dealer. Pretty easy to install, but the seat has to come out to make it easy. It may be able to be repaired with translucent pvc (I think it is 3/8" ID), gorilla glue or similar to glue it OVER the original part. I did this a few months back and it still works.
