Any decent bodyshop will do it for you. You can touch it up yourself, (heck, might as well try it). Assuming you haven't gone right down to the bare plastic, you can touch up on top of existing paint. If it's gone right down to the plastic, you could rub it down, use plastic primer, and spray over, blending it in, but unless you're an expert, it's going to be hard to make it look nice afterwards.
