I just had this problem with my '97 9000. 1st visit to the dealer: replaced a faulty APC valve, tested ok for them, but later failed in a day. 2nd visit: replaced a known faulty direct ignition cassette. Turbo still not functioning. I pulled the vaccuum line from the "C" connection on the APC as a test. Turbo worked great, so there's either an electrical or vaccuum line fault. 3rd visit to dealer: traced to a faulty ECM, replaced fuse and trion, as well as APC. (over $1200 in parts and labor) Result; car runs great, full turbo performance. Although car was out of warranty, dealer got SAAB to pick up costs under emmissions warranty! It pays to stay friendly witth your dealer's service department.
