Lloyd, My (92) manual has the following instructions. I assume yours would work the same way. You have to have the radio power on for an hour before it will work. Turn the ignition to accessory. Turn the radio on. Wait at least an hour. (It says turbo radios will beep all through this period). After an hour, press and hold the BAND switch until "CODE" is displayed. Enter the code as usual. At this point only one attempt is allowed, so if you blow it you have to start again and wait another hour. Good luck.
