It is not uncommon on 16 valve engines, and extremely destructive

Yes, at 107,000, chain, sprockets and tensioners were all showing signs of
wear.

It would seem from what you say, that your tech is thinking of 'rolling in'
a split-link type of chain. If this is the case, make sure he has the proper
tools to install the split link, the link pin has to be compresed to expand
it into the link. Also if fitting by that method, you cannot replace
tensioners, guides, sprockets etc, which IMO are best changed at the same
time as doing the chain, mine were all showing signs of wear.
I would get him to quote you for changing all parts, they are not
particularly expensive, and it is pretty easy to pull the engine on a 900.
The +$1000 was probably acounting for repairs to the valves etc.
