If your idle adjust screw is at the limit and you're idling at 1200 rpm, you've probably got a fair old air leak somewhere. Go through and check every vacuum hose for cracks. I usually use a propane torch (unlit!) around the hoses. When you get o a leaky one, it'll suck in propane, and the idle will go up. Fix the leak, then go through setting the idle correctly. If you don't find any leaks, then it's time to look at you aic valve. Remove it, clean with carb cleaner, lube with plenty of oil, and put back in.
