Have you used a meter or test light to see that there is power at the "fan" fuse? That would confirm or rule out the ignition switch and most of the fuse panel as being the problem. The next check would be to see if there is power at the large wire going into the fan speed controller. Power should always be there when the ignition is on, even if the ACC control unit is turned off (or even removed from the car). Your problem could be something as simple as the connector on the back of the ACC unit to the fan speed controller might not be making contact. Have you checked there for bent pins?
