For some reason, your turbo is not delivering the high torque/low rev power that Saab are renowned for. On my 900, my first problem was a dead APC box (only 50 UKP to replace). Once this was replaced, full turbo was possible - for obvious reasons. My second problem was a faulty break sensor sending a brake signal to the APC, which limited turbo boost. Replacement of this (less than 10 UKP) fixed this as well. It could be your APC solenoid valve - testing this is a doddle. Disable the wastegate (pull off the middle pipe) and go for a run. If you can achieve full turbo, then the APC solenoid valve (or the APC) box is duff. On the pessimistic side, your turbo-charger could have siezed ... Good luck, Paul
