Maybe true, I don't know - but if an engine on a fuel injected car (with automatic choke/cold start) gets flooded by fuel (because it didn't start) then often the only solution is to depress the accelerator fully. Whilst adding more fuel, this also introduces more air into the fuel/air mixture which aids starting.
