Remove the wiper arms as follows: with wipers at rest, place tape on windshield to mark position. Use screwdriver to pry cover from windscreen wiper arm. Unscrew nut. Ease arm from shaft by rocking it side to side. (when reinstalling - do not over tighten nut - some slip is normal if wiper is frozen to windshield - acts like a clutch) Open Hood - Pull the rubber weather-strip from the bulkhead Lift up the black bulkhead cover and disconnect the washer tube from the adapter. Remove cover. Unclip and remove the ventilation filter (carefully - do not drop debris into chamber). Wipe dirt from area using mild detergent & water. Fit the new element and reverse procedure. As I remember, the cover had to go back in with the US passenger side going back first.
