Was it Volvo that experimented with such a system? You would present some driver identification to the car, and it would automatically link to the licensing authority to check that your drivers license was still in operation and an environmental chip would sniff your alcohol level. Somehow, I think this can only happen in Sweden :) there you can only buy alcohol in "Systembolaget". On the other hand, the Swedes keep their brains in gear for engineering matters.
